GEOINT Media Standards Board (GMSB)

CHARTER:

The GMSB is the technical focal point for Still Imagery and Motion Imagery, from here on referred to only as imagery, and imagery-related standardization activities within the GEOINT community. The mission of the GMSB is to facilitate the development, selection, adoption, profiling, documentation, maintenance, sustainment, implementation, testing and evaluation of standards essential to establishing interoperability and quality for imagery, associated metadata, audio and other related imagery aspects which benefit the GEOINT Enterprise (i.e., the U.S. Department of Defense (DoD), U.S. Intelligence Community (IC), U.S. federal and U.S. civil agencies, U.S. industry, U.S. academic institutions, the Allied System for GEOINT (ASG), foreign governments (those not included ASG), foreign industry and foreign academic institutions).

As such, the GMSB assumes all roles and responsibilities associated with the Motion Imagery Standards Board (MISB) and the National Imagery Transmission Format Standards (NITFS) Technical Board (NTB). For continuity purposes, the MISB and NTB will continue to execute as standalone Focus Groups but under oversight of the GMSB.

PROCEDURES

The GMSB physically meets as needed, typically three times per calendar year. The GMSB Chair or any member may request additional meetings of the GMSB when circumstances dictate, but the GMSB meets only at the discretion of the GMSB Chair. GMSB meetings follow a published agenda prepared and distributed by the GMSB Chair. The GMSB Chair or GMSB Vice Chair directs all meetings.

The GMSB and its Working Groups operate as consensus forums, there are no voting members. There are no minimum quorum participation requirements to hold meetings. The GMSB Chair has final authority to resolve all issues that are unable to reach consensus.
GMSB may conduct the business of the GMSB via teleconferencing, email reflector lists, general email and other forms of electronic exchange of information.

The GMSB maintains unclassified websites to facilitate GMSB business and distribute information to members.

GMSB Document Development Process Overview

The GMSB Document Development Process defines the steps for creating a GMSB document (e.g., NSG.STND.XXXX, NGA.SIG.XXXX).

The intent is to:

  • Define the process which begins with a recognized need for such a document through final document publication

  • Provide a submission form to nominate a new document as a precursor to document development

  • Streamline the development and delivery of documentation to the community

  • Provide sufficient expertise and review of produced documents to ensure the final product is accurate and consistent with existing GMSB guidelines

  • Describe the management lifecycle to add, update or retire requirements contained within GMSB documents
